摘要

中国干旱区绿洲化的发展一直伴随着荒漠化的威胁。为了维持绿洲化的稳定,控制荒漠化的蔓延,实现区域社会-经济-生态和谐与可持续发展,我们通过大量野外实地考察、观测和调研,基于干旱区绿洲化、荒漠化的环境与社会-经济基础分析、成因与过程研究、绿洲与荒漠化土地时空演变的动态评估等,确立了“生态保护优先、合理开发利用、统筹协调发展”的绿洲化、荒漠化调控主导思想。综合整个干旱区主要自然要素、人文社会经济要素特征,基于大地理单元功能主导性原则、地理单元相对完整性与地域特征差异性原则、区域开发保护方向相对一致性原则等,采用定性分析与图层叠加综合分析的方法,在GIS软件分析平台上,将中国干旱区分为绿洲化、荒漠化调控三大功能类型区、18个区、60个亚区,有望为中国干旱区有针对性地实施绿洲可持续发展战略、荒漠化防治与生态文明建设提供理论依据。

Abstract

The development of oasification in the arid regions of China is always along with the menace of desertification. For maintaining the stabilization of oasification and controlling the extension of desertification so that to achieve the harmonious and sustainable development of society-economy-environment, we present the dominant thoughts like as "preferential ecological protection, reasonable resources utilization and integrated development" for regulating and controlling the oasification and desertification, which are based on analysis of background environment and society-economy, study of the causes and processes, assessment of the temporal and spatial evolution of the oasification and desertification through the field investigation, observation and survey in the arid regions of China. Synthesizing main natural elements and human features of the arid regions, and according to the dominant function rule of huge geographical unit, the integration and regionally difference rule, and relatively uniform rule of future development and protection direction, adopting the comprehensive method of quality analysis and GIS multi-layers overlay analysis, the entire arid regions of China is divided into three function-type zones, 18 regions and 60 sub-regions. This paper would like to provide references and theoretical base for implementing sustainable oasification strategy, combating desertification and construction of ecological civilization in the arid regions of China.
