To study the impact of villagers correlation to villager participation in water conservancy facilities construction in Liangzhou district of Wuwei, Gansu, we take questionnaire survey in field research, measure villager correlation index and villager participation index in water conservancy facilities construction using structure equation model, and analyze the influence of villager correlation degree on villager participation degree in water conservancy facilities construction. Results show that: (1)Villager correlation can be divided into emotional, cognitional, economic and the action correlation, and villager participation in water conservancy facilities construction can be divided into decision-making participation, action participation and feedback participation. The classification has a certain theoretical significance. (2) Villager correlation index is mainly concentrated 2.5-4.5 with the mean of 3.38, villager participation index is mainly 3.0-5.0 with the average of 4.12. (3) The correlation coefficient between villager correlation index and villager participation index in water conservancy facilities construction is 0.729, which means a significant positive correlation between villager correlation and villager participation in water conservancy facilities construction.
