张掖市黑河近期综合治理工程效益初步分析

Analysis on Benefit of Recent Integrated Control Projects for Heihe River Basin in Zhangye City

摘要: 黑河流域日趋恶化的生态环境,引起了政府及相关部门的重视。按照国务院指示,张掖市2000年启动了黑河中游水量调度方案,即当莺落峡来水15.8亿m3时,正义峡下泄水量9.5亿m3。2001年开始实施了黑河流域近期治理工程项目。通过介绍黑河近期(2000—2005年)综合治理工程的概况,并分析工程产生的效益,结果表明:中游实施调水6 a来,总计调入下游的水量53.42亿m3,调水次数23次,调水天数396 d;张掖市利用黑河干流的水量减少、地下水开采量增大、农业用水量降低、工业和生态用水量增加、下游生态环境逐渐得到了恢复。节水工程实施5 a来,张掖市工农业用水效率提高、粮经草种植比例由45∶48∶7调整为31∶50∶19、产业的经济结构由41∶24∶35调整为37∶25∶38、农民纯收入增加了28%、农业节水工程的节水效益明显。

Abstract:

Against the deteriorating eco-environment in middle reaches of Heihe River basin, a water allocating project was put into practice since 2000 according to the State Councils instruction. The project planned that the discharged water from the Zhengyixia hydrological station must reach 9.5×108 m3 when the runoff at Yingluoxia station is 15.8×108 m3. The recent integrated control project for Heihe River basin began in 2001. This paper introduced the situation about recent integrated control project (2000—2005) for Heihe River basin in Zhangye city, and analyzed the benefit brought by the project. In the 6 years of redistributing water in the middle reaches of Heihe River, the discharged water to the lower reaches amounted to 53.42×108 m3, the times 23 and the days 396. The Zhangye City had decreased its water use from main stream of Heihe River and agricultural water consumption, but had increased the groundwater exploitation and the industrial and the ecological water use. The eco-environment in lower reaches of Heihe River basin gradually being recovered. In the 5 years since carrying out the integrated control project, the efficiency of water use in industry and agriculture improved obviously, the structure of agricultural cultivation has been optimized and the industrial economy structure tended to be more reasonable, the net income of the farmers had been enhanced by 28%, which proved that the water-saving benefit of the water-saving project was obvious.
