Abstract: Qingyang City is one of the important districts that will be mainly exploited during the big development of the west of China. According to this, the economic development situation of Qingyang City is analyzed, such as economic grosses, economic structure, economic operation quality, and residential living standard. Furthermore, the cause of the low economic growth of Qingyang City is also analyzed. Based on the relative predominance comparison, Qingyang City is considered as one of the important bases of oil natural gas and chemical industry in the economic zone of Shanxi, Gansu and Ningxia; the biggest base of oil and chemical industry in the east of Gansu; the demonstration base of eco-agriculture industrialization and the multiplication base of green agricultural and secondary product matching in loess plateau. Moreover, the strategic countermeasures of economic sustainable development in this region during the new century are put forward, such as implementing the supporting-role economy strategy, developing the non-public ownership economy energetically, constructing basic establishments in advance, constructing the highroad economic zone of Z "type, implementing the the Best Location Push" strategy, implementing the "intelligence assistance" strategy, and so on.
