Economic Benefits Evaluation of Three Sand Industry Models in the Hobq Desert

Abstract: The Hobq Desert is the 7th largest desert in China. From 2000 to 2015, the scale of the sand industry in the Hobq Desert was great and it developed rapidly. The "Hobq model" had a significant impact on domestic and abroad regions and achieved a win-win effect on the prevention and control of the desertification and the maintenance of the ecological economy. But "Hobq model" had a controversy in the domain of the science, especially on the bearing capacity of the water resources and the benefit of the sand industry. At present, there is a few research on the quantitative evaluation of the benefit of the "Hobq model". It is a key point that how to evaluate the benefit of the sand industry in the Hobq Desert. This paper used the DEA analysis method to evaluate the economic benefits of three sand industry models in 2015. The results showed that the model of the comprehensive utilization of the photovoltaic power generation and the ecotourism generated the highest input-output comprehensive efficiency, which were 1.000. It is higher than that of comprehensive efficiency of the ecological feed processing model. Furthermore, the pure technical efficiency of three sand industry models was effective to the DEA. The input-output efficiency of the three sand industry models were relatively high as a whole, which was 0.978. The photovoltaic power generation and the ecological tourism were optimal. Based on the analysis above, the deficiency of the "Hobq model" was proposed, and the development trend and the proposal were pointed out.
