Abstract: Sustainable development of the agro-pastoral transitional zone in northern China is an important scientific problem for its important ecological barrier function and the vulnerability of the ecosystem. In this paper, Yanchi, Ningxia was taken as a typical case area of agro-pastoral transitional zone in North China. We Use the theory and method of "barometer of sustainable" to assess sustainable development of Yanchi County, and the entropy method was used to determine the index weight, then the factors that affect the sustainable development were analyzed. The results showed that:(1)The achievements of regional development in Yanchi were remarkable and the human welfare index continued growing in the 1990-2015, but the ecological welfare index did not stably row until 2005 when the ecological benefits of grazing ecological policy displayed. (2) The improvement of the level of public services such as medical and education and the optimization of the industrial structure could further improve the welfare of human beings, moreover economic development could directly improve the welfare of human beings, and the results of development could also increase the investment in the ecological environment through ecological policies.Suggestions for sustainable development of Yanchi County were put forward.
