Evaluation of the implementation status of integrated water resources management in the Shiyanghe River Basin, China

Abstract:

Integrated water resources management (IWRM) is put forward to solve global water problems and achieve sustainable development at the end of the 20th century. In this paper an evaluation index system is constructed, according to the implementation framework of IWRM and the actual situation of the research area, to evaluate the implementation status of IWRM in the Shiyanghe River Basin, whose dates are from the questionnaire and government documents. The results showed that the Shiyanghe River Basin, with the score 2.67, is still has a certain gap with the ideal state with the score 4. The social investment, formulation of investment frameworks, financial support and adaptation policies of climate change in enabling environment; the renewal of capacity and ability to execution of duty in institutional arrangements; the establishment of water resource knowledge base, recycling of industrial waste water, tax collection on pollutant and the hidden value of water resources in management instruments are the main indicators for this basin to be improved in future. According to the implementation process of IWRM, authorities can improve the low items in the enabling environment at first, then to the low items in the institutional arrangements, and finally to the low items in the management instruments, which is more conducive to the final realization of IWRM in the Shiyanghe River Basin, step by step.
