Construction of Sustainable Development Position Theory of Land Use and Its Application in Gansu Province |

Abstract Based on theories of sustainable development and niche of land use, land use sustainable development position theory has been constructed, and its core contents include concepts of sustainable development basic position, sustainable development ideal position, sustainable development advantageous position, sustainable development critical position, sustainable development position threshold, and land use sustainable development position model. We calculated sustainable development position threshold values for construction land and newly-increasing construction land control in the cities of Gansu province. Results showed that construction land control target values in the cities of Gansu province were not more than land use sustainable development threshold values except for in Jiayuguan city and Jinchang city, and the target values in Baiyin city, Wuwei city, Zhangye city, Jiuquan city, Qinyang city and Gannan autonomous prefecture were close to the ideal goals, while those in Tianshui city, Pingliang city, Dingxi city, Longnan city and Linxia autonomous prefecture tend to appropriate goals of land use. The newly-increasing construction land control target values of the cities are all between the ideal goals and appropriate goals of land use except for in Pingliang city and Gannan autonomous prefecture. It showed that the control target values of construction land and newly-increasing construction land in Gansu, which had been determined in general land use planning in Gansu province during 2006—2020, were basically not more than land use sustainable development threshold values. The practice in Gansu province proves that land use sustainable development position theory can be used to study land ecological system change rule, and guide the sustainable use of land resource.
