Abstract:

Against the background of ecological protection and high-quality development in the Yellow River Basin, inter-urban-agglomeration linkages of water, energy, and carbon have become increasingly close, making traditional single-factor and territorially based management approaches insufficient for cross-regional coordinated governance. Taking the seven major urban agglomerations in the Yellow River Basin as the research objects, this study uses inter-city input-output tables for 2002, 2007, 2012, and 2017, together with data on water use, energy consumption, and carbon emissions. An environmentally extended multi-regional input-output model, ecological network analysis, and multi-objective optimization are employed to identify the spatial pattern, network structural characteristics, and structural optimization pathways of embodied water-energy-carbon flows among urban agglomerations in the Yellow River Basin. The results show that: (1) From 2002 to 2017, total direct water use in the urban agglomerations of the Yellow River Basin fluctuated only slightly, whereas energy consumption and carbon emissions increased by 188.45% and 207.60%, respectively. Embodied water-energy-carbon flows exhibited a pattern in which resource-based urban agglomerations served as major exporters, while comprehensive urban agglomerations acted as major receivers. (2) During 2002-2017, embodied water-energy-carbon linkages among urban agglomerations were strengthened, but the robustness of all ecological networks showed a declining trend, with the water system experiencing the largest decrease of 10.91%. Resource-based urban agglomerations were generally characterized as controlling exporters and dependent source areas, whereas comprehensive urban agglomerations were more often controlling receivers and dependent import areas. (3) Water resource constraints are the key factor in optimizing the water-energy-carbon system of urban agglomerations in the Yellow River Basin. The integrated compromise scheme based on water saving, energy saving, and carbon reduction represents the optimal multi-objective optimization solution, as it can reduce water-energy-carbon pressure while improving system robustness. Coordinated water-energy-carbon governance in the Yellow River Basin should strengthen rigid water resource constraints and improve cross-regional responsibility-sharing and ecological compensation mechanisms.

Key words: urban agglomerations in the Yellow River Basin, multi-regional input-output model, water-energy-carbon, ecological network analysis, multi-objective optimization
