生态服务功能价值空间转移评价——以渭干河流域为例

Assessment of Ecosystem Service Value Transfer in Weigan River Basin, Xinjiang, China

摘要: 生态服务功能价值的空间转移(流转)是生态学和生态经济学研究的一个热点,同时也是国家制定生态补偿政策的基础,对其进行定量计算是难点。对生态服务功能转移特征进行分类并构建了价值转移评价方法,以新疆渭干河流域为例,根据引力场及场强作用原理,构建流转评价模型,结合ArcGIS 9.2的缓冲区分析功能和叠加分析功能,计算出流域上下游各县可转移的生态服务功能价值。结果表明,1985—2007年,流域生态服务功能价值呈现出递增的趋势,上游拜城县可转移的生态服务功能价值高于下游三县; 上游拜城县生态服务功能价值对下游各县的平均流转强度在不断增加,对新和县的转移强度最大,其次是库车,沙雅县最小,与三县距拜城距离成反比。2007年上游共转移生态服务功能价值24.83亿元,向库车、沙雅和新和转移价值分别为2.81亿元、6.42亿元和15.6亿元。研究可为生态服务功能价值空间转移定量分析提供一种方法,也可为流域生态补偿标准的制定提供依据。

Abstract: Ecosystem service value (ESV) transfer is a key issue in ecology, also a focus of ecological economics research, as well as a basis of country ecological compensation policy constitution. Weigan River basin is one of the nine branches of Tarim River basin, the largest inland river in arid area in China. The atuthors classified the ecosystem service functions according to ecosystem characteristics and built ESV transfer assessment model according to the breaking-point model and field intensity theory, and with ArcGIS 9.2 buffer and overlay analysis platform, the scope and intensity of ESV transfer from upstream to downstream in Weigan River basin were calculated. The results showed that ESV presented an increasing trend in whole basin in 1985-2007, and the available transfer of ESV in Baicheng county in upstream was more than that of the other three counties in downstream: Kuqa, Shaya, and Xinhe. In time, the average ESV transfer intensity from upstream to downstream increased continously, but the transfer intensity was inversely proportional to their distance to Baicheng. ESV transfer from upstream to downstream reached 24.83×108 Yuan (RMB) in 2007, and the value to Kuqa was 2.81×108 Yuan (RMB), to Shaya 6.42×108 Yuan (RMB), and to Xinhe 15.6×108 Yuan (RMB) at current price. The results are important proofs of payments for ecological services.
