Abstract: The studied regions, which are advised to be developed as the Daliushu Irrigation Area, all have reached food self-support or balance in hand, but they also have cost the ecological environment. In fact, these regions have low unit yield due to the given natural conditions, so have low food production contribution to country, low agricultural benefit,and people in these regions are far from rich. The Daliushu Irrigation Area in planning situates in seriously water-lacking region, the need of water depends on the west line of "Diverting Water from the South to the North Project". The prospect of "high investment but low output" proves that there is no possibility and no necessity to establish Daliushu Irrigation Area and take it as the food base of the Northwest and even China.
