Impact of Water Saving on Industrial Structure Adjustment in Oasis of Arid Area: An empirical study of Urumqi

Abstract  The technical economic method is used to evaluate the water saving marginal cost and water saving marginal benefit, and on this account an affordable water price under ideal condition for water saving is worked out. The significance of industrial structure adjustment on water saving is explained. A case study is taken in Urumqi. The adjustments of water prices and industrial structure are simulated and assessed, and some advices on water-saving are given: to further adjust industrial structure, especially planting industry structure and manufacturing industry, improve cleaner production level of manufacturing industry with high water consumption, enhance water prices regulation to decrease water consumption.
