Construction of Sandstorm Risk Management System

Abstract  At present, sandstorm prevention and emergency response is based on passive defense. Sandstorms risk management system is a scientific and active disaster prevention and mitigation system, and it is also prospective and comprehensive. People have recognized the importance of the risk management system, but it has not been established yet. We make a preliminary study on the system, and point out that the uncertain result of the losses in sandstorm disaster areas is the real risk of sandstorm. We use the relatively mature risk management framework and procedures in other science fields for reference, combining the research on characteristics of sandstorms, a sandstorm risk management system is built, which includes a sandstorm prevention and early-warning sub-system, a sandstorm emergency response sub-system and a reconstruction management sub-system.
