Abstract In the paper we brought forward the drought emergence response of four ranks, the drought early warning management and the synthetical drought early warning criteria, according to the system of national and social early warning. The whole country is regionalized into three warning regions: Light Drought Region, Drought Region and Heavy Drought Region. The paper emphatically discussed the object, project and the five great subsystems of the construction of the drought early warning system. It will be benefit to promote the ability of our drought monitoring, forecasting, early warning and reducing disaster to establish the national drought monitor, early warning and research center.
