Abstract: Based on the theory of industrial structure evolution,the paper has made a comparison of economic structure in Hexi region with that of the domestic and the abroad. It has also analyzed the problems on resources and environmental economic development of Hexi region by using sustainable development theory, and put forward a series of countermeasures in views of the specialist and complication on oasis ecological economy. The research results on Hexi region show that ① In light of the industrial structure and per-capita GNP, its economic development is at the primary stage of rapid industrialization and urbanization; ② There is a distinct deviation between its eco-structure and eco-income level, its industrial structure cannot keep up with its economic development level. The chief reasons resulted in this problem are that too pressure for many years on commodity grain has restrained the reform of industrial structure and poorly connected enterprises pattern can not promote the whole region developing; ③ Developing water-efficient non-agriculture industry and accelerating urbanization is the inevitable choice for increasing regional economy and a fundamental way for mitigating the pressure to eco-environment; ④ In the processes of economic development in Hexi region there are not only successful experience but also failing lessons. The main problems on resources and environment are as follows:The decreased forest area has lowered the ability of keeping water in Qilian Mountains; The shelter forest in the region is degrading and the tree species are simplizating; There exists an obvious contradiction of water utilization not only among the upper, the middle and the lower reaches, but also among industry, agriculture and others. Desertification in the north of the region becomes serious day by day; ⑤ The countermeasures of sustainable development in Hexi region can been given out as below:Keeping its economic development in close contact with eco-forest construction, wind-prevention, desert control, water-efficient use and so on; On the basis of further construction of agri-commodity base, to emphatically promote the modern multi-industrial economy.
