The theoretical logic, business model and experience enlightenment of enterprise participation in desertification control under the multi-governance model

Abstract:

The multi-governance model is an essential approach to desertification control. However, desertification control has externality characteristics, and enterprises may face economic risks and challenges participating in desertification control. This paper takes the Kubuqi Desert governance model as a case to explore the theoretical logic and business model of enterprises’ participation in the multi-governance of the desertification system. It also summarizes the experience and shortcomings of the model. The paper shows that ecological industrialization, environmental policies’ incentives and constraints, and the influence of ESG are the theoretical basis. “Government support + enterprise pulling + farmers and herdsmen participation” is the business model formed by enterprises in desertification control. However, there are limitations in promoting the model. Based on this, this paper proposes suggestions. The paper provides a new idea and a “China solution” for activating enterprises to participate in the multi-governance system.
