Water Resources Problems and Water-saving Strategies in Hexi Corridor

Abstract  Setting up a water-saving society is a basic policy of our country and also the strategic choice to solve water resources problems of the Hexi Corridor. By analyzing the causes of problems existed in the development and the utilization of the water resources in Hexi Corridor, this paper puts forward some strategies and measures to solve these water resources problems from the following aspects strengthen the government's controlling functions to the water resources and put the unified management of water resources into practice; deepen the reform of the water resources property rights system and make great efforts to search the market management operation system of the water resources; set up the water-utilizing association for peasants; search and perfect the management in participation pattern of the water-users; enlarge the adjustment of the agricultural industrial structure and develop the water-saving agriculture with high efficiency and our own characteristics; develop advanced and new technologies for water-saving and strengthen the construction of the water-saving water conservancy project in order to improve the utilization ratio of the water resources; control the discharge of the waste water and prevent the pollution of the water quality.
