干旱区绿洲节水效益对多部门经济结构调整影响的实证研究

Impact of Water Saving on Industrial Structure Adjustment in Oasis of Arid Area: An empirical study of Urumqi

摘要: 运用节水技术经济方法评价分析了边际节水费用和边际节水效益,以此制定出理想状态下适合节水的可接受水价,重点阐释了产业结构调整对节水的重要意义。以新疆乌鲁木齐市为例,对干旱区绿洲的水价调整、产业结构调整等进行了模拟评估和综合评价,提出了节水发展模式的选择建议:应加大产业结构调整,特别是农业结构的调整和工业结构的调整;努力提高高耗水产业的清洁生产水平;同时借助价格杠杆,调整水资源分配和节水利用。

Abstract: The technical economic method is used to evaluate the water saving marginal cost and water saving marginal benefit, and on this account an affordable water price under ideal condition for water saving is worked out. The significance of industrial structure adjustment on water saving is explained. A case study is taken in Urumqi. The adjustments of water prices and industrial structure are simulated and assessed, and some advices on water-saving are given: to further adjust industrial structure, especially planting industry structure and manufacturing industry, improve cleaner production level of manufacturing industry with high water consumption, enhance water prices regulation to decrease water consumption.
