Abstract: According to statistieal data,there are about 140KM³ of streamflow available for development and utilization in arid zone of Northwest China,in addition,there are also 11 KM³of groundwater resources non-repeated with Surface Water in the piedmont plains.The river water fowingout of the zone approximate to 56.5KM³.At present the total water consumption has reached up to 62.6 KM³ within the zone and the water resources utilization is in a critical condition.From now on the development and u-tilization of water resource not only requires to promote regional economy but also needs to protect and improve the environment.Meusures are recommended to harmonize economical interest with ecological environment benefat,to utilize and manage water resources rationally in the water river basin,to establish optimum oasis ecosystem,to save water and guarantee the water reqirement of ecological bush and grasses and artificial afforestation.
