Abstract Based on the permitted data of groundwater abstraction, in combination with the social-economic factors, etc., a GIS spatial database of groundwater abstraction permit was established. For synthetically managing the water resources of the basin the database was analyzed with assistance of water abstraction permit management procedure. To make the water resource management more reasonably and more scientifically, some relevant management countermeasures were put forward against the existing problems in water management in Shiyanghe River basin.
