人地系统视角下祁连山生态保护与发展策略

Ecological protection and development strategies of the Qilian Mountains based on human-land system perspective

摘要:

人地系统及其耦合协调发展是实现区域可持续发展的核心,是中国推进生态文明建设的迫切需求。探究祁连山人地系统耦合机理与优化路径,对于科学引导祁连山等重点生态功能区摆脱传统路径依赖、探索生态优先的绿色发展新路径,具有深远的理论与现实意义。本研究运用人地关系地域系统分析范式,系统解析祁连山地区近50年人地关系的阶段性演变特征与动力机制,指出祁连山地区人地相互作用模式经历了人地矛盾突出的粗放式开发利用阶段、人地矛盾加剧的过度开发利用阶段、从人地矛盾爆发走向生态复兴阶段,以及探索人地和谐共生的绿色发展转型阶段。在生态优先导向下,祁连山地区绿色转型依然面临生态环境脆弱、水资源约束长期存在、资源开发与保护矛盾突出等多维挑战。最后,基于人地系统视角构建祁连山生态保护发展框架,从强化生态系统保护与修复、构建生态经济体系、推进祁连山国家公园建设三方面提出策略促进生态保护、经济发展与民生改善协同增效,以期为祁连山地区可持续发展提供路径指引。

Abstract:

The coupling and coordinated development of the human-earth system lies at the core of achieving regional sustainable development and represents an urgent need for advancing ecological civilization construction in China. Exploring the coupling mechanisms and optimization pathways of the human-earth system in the Qilian Mountains holds profound theoretical and practical significance for scientifically guiding key ecological functional zones such as the Qilian Mountains to break away from traditional path dependence and explore new green development pathways that prioritize ecology. Employing the analytical paradigm of the “territorial system of human-environment interaction”, this study systematically examines the phased evolutionary characteristics and driving mechanisms of human-environment relationships in the Qilian Mountains region over the past five decades. It identifies that the human-environment interaction patterns in this region have undergone several stages: a phase of extensive development characterized by prominent human-environment conflicts, a phase of over-exploitation marked by intensified conflicts, a transition from conflict eruption to ecological restoration, and finally, a stage of exploring green development transformation toward harmonious coexistence between humans and the environment. Under the guidance of ecological priority, the green transformation of the Qilian Mountains region still faces multidimensional challenges, including fragile ecological conditions, persistent water resource constraints, and prominent conflicts between resource exploitation and conservation. Finally, from the perspective of the human-earth system, this study constructs an ecological protection-development framework for the Qilian Mountains. It proposes strategies in three key areas—strengthening ecosystem conservation and restoration, establishing an ecological economic system, and advancing the construction of the Qilian Mountains National Park—to promote synergistic benefits among ecological protection, economic development, and livelihood improvement. The study aims to provide pathway guidance for sustainable development in the Qilian Mountains region.
