Abstract: Land is very precious resources and property, and also is the fundamental condition of living and producing that human beings depend on. The unreasonable use of land resources, not only seriously influences the grain productivity and the development of agriculture, but also impacts the development of national economy and the social stability. Hangjin Banner lies in the northwest of Ordos Plateau, and covers over Hobq Desert and Mu Us Sandy Land. Because of its special physical environment, the land utilization, development and control looks very important. On the basis of the data on land utilization change investigated in 1996, the structrue of current land utilization, development degree, economic benefit and existing problems have been analysed, the strategies of zonal development and control have been further put forwards. (1) The northern agriculture region southward to the Yellow River, takes farming as main landuse type and emphytically practices controlling soil secondary salinization, improving irrigating regulations and measures, trasforming middle-low yidlds field, developing lands suitable for farming, and expanding the productivity of commerial grain. (2) The middle deviating to north forest-pastoral region in Hobq Desert, based on comprehensive desertification control, developes animal husbandry in moderate degree, and uses abundant mine resources to develop prcessing industry. For hinding the expanding of desertification at a maximum degree, it is necessary to bring all social forces into action; take oases, lake and settlement round as starting points to control desertification with integrated biological and engineering measures; and close desertified lands to fertilitate grasses or afforestation. (3) The middle pastoral region, there, animal husbandry on grassland is the predominant landuse pattern; and ameliorating degraded grassland, building new grassland and protecting the Ordos rare xerophilous bush species are the key plans. (4) The southern forest-pastoral sideline region in Mu Us Sandy Land, there aims at solving the food and clothing problem of poor area through adjusting the structure of landuse, returning low-producing arid farmlands, extending the area of ecological forest and artificial grassland, and diversifing economy. These strategies have provided referencing bases for the harmonious and health development of resources, environment, economy and society in this Banner.
