Abstract: The Shiyang River Basin can be divided into streamflow formation area (mountain area) and loss area (plaim area),while rivers connect them to be an unified water resources system and a whole ecological unit. Surface water resources flowed from the mountain area in the Basin amount to 1582 millions of cubie meters, the natural underground water resources in the plain, area amount to 154 milloins of cubic meters, and the two of them amounts to 1736 millions of cubic meters. The surface runoff is mainly formed from alpine zone. The alpine zane (over 3400 meters above sea level), which occupies only 30 percent of the mountain area. Produced 74 Percent of total runoff. The streams in the mountain area are characterized by the continuous high flow year Periods and the continuous low flow year Periods. The former is about ten years, and the latter twenty years. The surface Water and the underground water in the front of the moun tain area in the Basin limits each other and transform from one to another. The water resources in the Basin are mainly Produced in the mountain area. The underground Water comes from the seepage of the surface Water and spring water belongs to the underground water from the aquifers. The transformation of Water resources Provides more conditions for reusing the water and for increasing its ratio of utilization, but it is impossible to increase the total volume of the water and its sources.
