Abstract: Since the Warring States period the agricultural and pasturing interlaced zone of China has been shifting spatially resulted from population increasing, inhabitant change and climate variation. At last the interlaced zone moved to the northwest in general. The spatial change of the interlaced zone has resulted in the in accordance with the natural zone. Over grazing in this area not only destroyed the local eco-environment but also spread to the North China Plain. According to the natural zonalization the dividing for rational re vegetation in the agricultural and pasturing interlaced zone of China has been done. Based on the present status it was evaluated for the three Norths Shelter Forest Project. The project carried out in western Northeast China and northern North China was completely correct but incorrect in vast Northwest China areas. In Inner Mongolia and even the vast Northwest China areas the typical sand vegetation, desert steppe and steppe vegetation must be protected. So it is suggested to re evaluate the three Norths Shelter Forest Project.
